ENGLISH LEARNER ROADMAP
Dr. Laurie Olsen,
co-Chair, CA EL Roadmap
"Our California English Learner Roadmap offers a vision, it is a beacon, an example to the rest of the country of what it means to honor equity, to ensure meaningful access and to embrace our wonderfully diverse population."
On July 12, 2017, The California State Board of Education unanimously adopted a historic new policy for English Learners, the California English Learner Roadmap, superseding the 1998 English Learner policy stemming from Proposition 227 in 1998. The new Roadmap policy offers a vision and direction for English Learner (EL) education that views the education of ELs as a system-wide responsibility, recognizes the need to provide EL students with a rich and challenging curriculum from early childhood to grade 12, and respects the value of English Learners' primary language and culture.
The California Department of Education has many resources on its English Learner Road Map website including the Frequently Asked Questions and the EL Roadmap at A Glance: Information Sheet. The EL Roadmap Self-Reflection Rubrics located on the California Association for Bilingual Education website can be used by school and district teams to engage in dialogue, to assess current status in enacting the Roadmap Principles and identify areas needing improvement. In addition, we are especially proud of the EL Roadmap Video Series that you'll find below.
We have two sample EL Roadmap resolutions that local boards can adopt in support of Proposition 58 and the State Board of Education's EL Roadmap: a general resolution and a resolution that is inclusive of Early Childhood Education.
You can find translations (Spanish, Korean, Mandarin and Vietnamese) of the EL Roadmap policy at this CDE website.
